The Wheel of Life describes the cause of all evil and its effects, mirrored in earthly phenomena. In the above excerpt of the Maha-parinibbana Sutta the Devas (heavenly beings) were honoring and revering the Buddha in his final days before he passed away by showering him with flowers and playing heavenly music - but the Buddha is saying that you don't honor and revere the Tathagata (Buddha) by flowers or incense or music (and I would include tattoos) - You honor him by practicing what he taught. So if you are going to visit Sri Lanka just cover those tattoos and then people won't misunderstand you. Download the Unalome symbol, Hindu or Buddhist sign representing path to enlightenment. Sri Lanka doesn't have tough laws related to religion. Some people misunderstood it as that women was trying to insult Buddhist. But all of these are not laws just the tradition. Sri Lankans aka 'Theravada Buddhists' believe that things related to the blessed one (the supreme Buddha) shouldn't be in our body as a tattoo, and shouldn't even be in our bed rooms (where we may do disrespectful things in front of the blessed one. The problem was tattoos were not familiar in Sri Lanka. But it can be considered as a disrespectful thing or as an insulting to Buddhist religion in Sri Lanka.
